Ingredients

Maida (all-purpose flour, plain flour)3¼ cups
Waterabout 1 1/4 cups
Salt2 tsp
Minced mutton (goat mince, ground goat)500 g with some fat
Onion2, finely chopped
Garlic4 cloves
Black pepper1 tsp
Cooking oil (vegetable oil)absorbed from frying

Method

4 steps
  1. 1Make a soft dough with flour, half the salt and about 220 ml water. Rest 20 minutes.
  2. 2Mix mince, onion, garlic, pepper, remaining salt and 80 ml water.
  3. 3Roll dough rounds, add filling on one half, fold over, press out air and seal with a crimped edge. Flatten gently.
  4. 4Shallow fry in hot oil, about 3 minutes per side, until blistered and golden.
Serve it like this
